Actually it has.
One of the original reasons that Marines were chosen was the "spare marine principal" that is to say that since the initial release of 40K as Rogue Trader Marines have been the best supported range, they were the first to get a plastic kit (the fondly remembered RTB01) and have now featured in all four boxed starter sets for 40K, this alone means that a majority of players will have a Marine laying about in a bits box somewhere (or parts of one) even if they've never actually used a Marine army, you can't really say that about any other army, certainly not IG. Unfortunately.
Marines are also an army that most people know enough about to have an informed opinion on how one should go together (all the better for having a chapter that's decided upon by those building it).
Other armies that have been suggested (and the answer's always the same) Are a WHFB Goblin/Orc army, a WHFB Chaos warband, a 40K IG regiment and a 40K CSM "Legion".
Officially the answer is:- Let us get this lot sorted out first, then MAYBE with lessons learned from this project, we can start a new one. My personal favourite is currently Chaos for 40K (it has a nice symmetry) but at current speed, you should expect a new CSM codex before any official word.

My suggestion would be to have Starlight send one IG model to every Warseer member (yes, he has enough for everyone). Warseer members could then paint them as Warseer 267th. Light Infantry (or whatever) and then send them back to Starlight. Then Starlight would have a completely painted army!

How? Are Australian GW products only made of pure gold? Is it some kind of prerequisite that you must only use brushes who's bristles are taken from the mane of a Unicorn?!

A, there were to be "Local" post-to points and that
B, The Site would absorb the cost of intercontinental postage.
