They're just the fluff explanation behind ships whose bases are larger than normal.
It's easier for a big-based ship to get into base contact with enemies. "Oh well he has tractor fields so he pulls them in close."
At least that's what I've always assumed.
Which ship has them?
I don't recall ever hearing of them in BFG before...
Certain ork kroozas have them. As ReDavide said, some of them were accidentally shipped with battleship bases, and that was the rationale: if your krooza has a battleship base, then it's got tractor fields all around it. It's easier to grapple with enemy ships for ramming and boarding actions, but it's also more vulnerable to ordnance and nova cannon as they can ride the tractors in. The designers decided that the pros and cons of a bigger base about balanced each other out and coined that as the background explanation.

The statement of the rule for tractor fields can be found in the "BFG Errata" a.k.a. "BFG 1.54 FAQ" on the Specialist Games BFG website, on page 5, under the heading "Ramming, Boarding, and Base Size," sixth bulleted item.
The ruling reads: "Any vessel can elect to use a large base and is considered to have Tractor Fields for free."
wasn't there also something that for the chaos grand cruiser (repulsive I think), that if you had a big base (something that both mine came with) then you could have an extra shield for +15pts?
Yes - same reference as above, same page, same heading, seventh bulleted item: "The Repulsive cruisers sold with a small base may be used with the small base at the price in the Blue Book (i.e. the rule book), if converted to a large base they may add a third shield for +15 points."
I always thought my Terror Ships' bases were a bit large.
No wonder Nova Cannons destroyed my Orks so much.
LoL! Yep, that's the down side to tractor fields. The damned ork mekboys keep forgetting to turn them off, so they suck in Nova cannon projectiles like crazy![]()

That or they leave them on deliberately so the detonations will entertain the boyz at the portholes.
