When I bought them, they had very resonable flat-rate postage as well. Probably not something for a mass army pricewise, but I'd always look at these first and decide how to bulk things out, second.

Eureka Miniatures has a decent 15mm line and 18mm(basically a 15mm "heroic scale" line.)

    18mm , http://eurekamin.com.au/index.php?cPath=87_110

Khurasan miniatures has a ton of cool stuff. http://khurasanminiatures.tripod.com/index.html

LoneGunman games picked up the old Thane's games miniatures. so snakemen, wolfen, and amazons.

Old Glory has a really good fantasy line in addition to their huge line of 15mm historic mini's.

The usual good suggestions so far. My fave at the moment (even if I only own a few) is the Demonworld series, once out of print but brought back by Ral Partha:

They split them up for warband sets, too:

Splintered light and copplestone castings are my fave. Copplestone barbarians and Vikings are some of the best 15-18mm minis I've seen...

I had some of the Copplestone 15mm stuff once, but it got taken in a burglary. Very sad about that, because they were some excellent figures (but then, most of Mark's minis are).
The Demonworld range would probably be my go-to if I were after 15mm fantasy right now, though. Great variety and some very nice (if sometimes a little dated) Werner Klocke sculpts.

Copplestone has to be one of the best ranges of 15mm out there. Not a large range but it is growing.Got my first pack last weekend.Very good sculpts for the scale.
