I've decided to finally do that samurai army I've always wanted to do, and have been talking about for a while. I'll base it on an Empire WHFB army. Here's the rough list, should be close to 2500:

I will be using models from www.perry-miniatures.com though, so some of those options would require conversions, or using models from the Choson Koreans line. I also have a few models from Okko.

Ikko-Ikki. The guy in the middle is also from Okko. He's missing an arm.
Some characters. The ones in the back will be wizards and the Warrior Priest. I'm still debating which model to use for my General. The guy on the left is also from Okko.

Here's a list of 25-32mm samurai model companies:
West Wind Productions
These are very nice, for the most part. They are older style Samurai, Genpei or Mongol Invasion era. They are not as good quality sculpts as perry's, but they're not terrible. I'm using one for a musician in a knight unit right now.
Perry Miniatures
The best 28mm Samurai I have ever seen. The whole range is good. They are realistic, well-proportioned, and consistant in quality and scale. Sengoku period.
Kingsford Miniatures
They look fairly nice, but so far I haven't bought any. They do have some models that Perry doesn't produce, and they are really nice models too. I think the horses are one area that these minis fall down though. Sengoku Period.
Hasslefree Miniatures
They have a ninja and a geisha. I haven't picked any up, but they look ok. A little on the pricey side.
The Assault Group
I haven't picked any of these ones up yet, but they look alright. The quality is a bit variable though. They are older period, like West Wind. From what I've seen of painted ones, the non painted pictures let them down. I'll probably pick some up at some point to check them out. They are a bit pricy.
Anima Tactics (Arcane Miniatures)
If you want to add a fantasy element to your heroes, there are a couple of models in this range that are suitable. I'll probably pick up Tsubasa Kuokami at some point.
Eureka Miniatures
These are of variable quality. I'm probably going to pick up the ninjas and monks.
Okko (not sure if these are still in production)
Some good hero models. Some have a distinct anime style. A little more fantasy than historical, but well sculpted from what I've seen.
Old Glory
A little smaller at 25mm. Some are kind of cool, but the quality seems to vary. Very cheap, but I'll probably skip them.
Curtey's Miniatures
I would have considered these until I found west wind and the assault group. They're not bad, it's just that west wind and AG are the same style, and better sculpts.
John Jenkins Designs
some sweet scenery! Expensive though.
Here are some new additions:
Wargames Factory
These are fairly decent. They are inexpensive, and a great way to bulk out the army. They are also plastic, which makes conversions a possibility. Sengoku era
Zenit Kensai
Nice models, but too expensive to make a unit, in my opinion. The characters are nice though, and they have a range of inexpensive terrain.
Unreleased, probably from Andrea Miniatures
Not yet released, but these look nice. Great characters that will really stand out from the rank and file.
Steel Fist
These should fit in nicely with the perry minis. They are a bit more expensive, and the range is limited right now, but it gives some variety for character models.
Bushido
Decent character models. A bit fantasy, but they have a model suitable for an engineer.
Clan War
Clan war has been reissued!Some cool characters, especially for wizards, and a decent, but expensive, selection of elite units.
Veni Vidi Vici
