There isn't going to be any inside scoop unless Aaron suddenly has an urge to write them, something he hasn't mentioned at all and so far looks like he is far more interested in the World Eaters/Word Bearers and possibly Dark Angels/Night Lords.
As for the titular question, it depends on whether or not any author picks them up really. Unlike several other legions there is no pre-HH series canon on the legion regarding what they were upto during the Great Crusade and they are really only mentioned as playing any kind of significant part in the HH when they are making their way to Terra to help defend it and during the Siege itself. Not much for any writer to work with really.
That said, it would definitely be nice to get a novel from their perspective. I would really hate if they announce the novel and then the end product is just another Prospero Burns that switches out the Wolves for the Scars. That approach is just old now.

To be honest, if there was one in the pipeline, Andy is the most likely to be the one doing it in the sense that he is the most likely to be championing for one. Just how I see it.
That said, I think it is about time the HH team should be expanded to bring in more writers precisely for the reason(s) that legions/organizations which have so far stayed off the limelight get exactly that.
Much as I like James, Aaron, Graham and Dan's work, these guys can't be handling everything! I eagerly await Gav's Deliverance Lost for precisely that reason.

The best place for a White Scar HH book could be the during the siege. The battle of the spaceport, with lots of flashbacks.

It's noted that the HH is Invite Only, though. Wraight's had the excellent Rebirth in Age of Darkness, as has Rob Sanders, both seem keen to do 'new things' and push boundaries. It's neat.
Nevertheless, Scars don't really appear in the Horus Heresy until they fight alongside the Space Wolves against the Alpha Legion, as detailed in The Lion and the Wolf in the Horus Heresy. Sanders is writing the Alpharius novella for The Primarchs, so it's not unthinkable that that may see their first proper appearance in the Heresy.
(We've had the surprisingly refreshing appearance of a very normal, very pleasant Scar in Descent of Angels, in perhaps the best 'scene' in the book. And, of course, the disastrous rendition of a Scar Librarian in A Thousand Sons, in perhaps the worst 'scene' in the book.)
As they feature prominently in the latter stages of the Heresy, I'd expect more than one book with a significant focus on them. Possibly many. They certainly warrant it.

Indeed they could. Unfortunately there was outrage about the go-nowhereness of that novel from a large portion of the readership (I didn't mind that, myself). Also it was a poor novel (aside from its premise).
I think it'd be more interesting to see brief vignettes of Chogoris, even a long time (book-wise) spent there. But with the Alpha Legion operatives.![]()

They could easily do an origin story without making it boring. Blah blah blah, White Scars crusade fleet encounter human tribesmen fighting orks in the Chondax system. Juxtapose Khan gaining power and uniting tribes on Munda Planus with organizing humans against orks. End with learning about Drop Site massacre.

I seem to remember Dan Abnett expressing an interest in them at one point in the recent past, although it doesn't seem to be a priority.
