It seems this is after the Ullanor triumph (notice on the top of the main picture it says "Imperator Terra Ullanor.." so this is could be the inauguration of Horus as Warmaster.
I'm really no expert on this stuff so here's a question. What's the story with the sizes? I didn't know Angron was a small shrivelled pink dwarf or that Horus was so gargantuan. Magnus is also massive but I think that's always how he is described. Jaghatai Khan also seems a bit larger than the others. What's the story, is this height difference in the fluff or have they based the images off of the various 3rd party primarchs that have scale issues?

Yeah it's Angron, ADB confirmed it when he posted this image up on his blog a few days ago. It's also a horrible drawing, the crazy Daemon Prince Angron from Collected Visions and the artwork for Butcher's Nails are far better. This version looks like a midget crossed with the Red Skull from Captain America.
Artistic license, scale issues, lack of fluff knowledge from the artist, take your pick. Magnus should be larger than them all, Angron shouldn't be so small and at least imo Horus shouldn't look like the long lost third Mitchell Brother.

Also profanity from your opponents can be a good sign too.
Magnus was always described as a giant (the word "giant" used specifically for Magnus), even among Primarchs and Horus was also described as being large and imposing.
Angron hasn't been described much so far so no special references about his height. I would think he would be the most muscular yet agile (as contradicting as that might be) , strong and full of rage.
No Primarch was described as being "small" though.
Fulgrim has been described as "slender" I think but that has more to do with him being the pinnacle of aesthetics and symmetry instead of hulking muscle mass.
And Alpharius was supposed to be slightly taller than the Marines of his Legion, but the original Alpha Legionnaires were supposedly much bigger and stronger than "normal" Marines anyway and tried to all look the same.

You can view close-ups of all the Primarchs in this picture on ADB's blog. Horus is funny-looking. Magnus REALLY is red.
Also, Fulgrim is Maximillian Pegasus. There, I said it.
Horus is only bigger because he is close to the front of the picture. Reading 'A Thousand Sons' helps, but its safe to say Magnus' size changes constantly for reasons I don't want to go into so as not to spoil. Angron is depicted as the little angry runt kid with small man syndrome think sort of like Tom Hardy's bane in the upcoming Batman film.

Really like this portrayal of Lorgar. Always thought the golden skin he is normally described as having a little too much.
I think Lorgar looks very plain, not what I expected hense my reason for thinking Alpharius. Angron is not what I expected either, that sort of fanatic look reminded me more of Lorgar. Horus is a little to 'wouldn't be caught dead without my bald head' but I can see where the inspiration came from.
Still a nice piece of art though.
for those who who say Angron looks small. You do realize he is bent over the railing as if looking down. For all we know he could be as tall as Magnus. Also where in the background does it say he has red skin. All we have is one terrible pic on the front of a book where everything including his is bathed in reddish brown light.

mmm, im not a fan of the red skin thing either. Also, I would like to say that Rogal Dorn looks immense! overall I like the picture and I agree Angron seems a tad small
Love the art work. Horus looks amazing, his face looks like a leaders face. A man who is very fatherly and wise but you know that when he's angry he'll be scary as hell.

The fluff has been changed from Magnus being a giant red cyclops, to him having two eyes and having lost one which is now scarred over.
When the God-Emperor gives you lemons, shout "Blood for the Blood God!!"
But he should still be a giant and taller than the rest.
In this pic he must be sitting or something because, while huge, he isn't taller than anyone.
