Tis a Fallen Angel, with a combi-Soulburner/Plasma, or perhaps a Plasmagun/PlasmaPistol alternate with choice to rapid fire or charge, or a Soulburner/PlasmaPistol.
‘Soulburner’? Just released on Forgeworlds New Stuff as a Chaos Decimator Arm upgrade – probably going to have an infantry equivalent!

On the chest it looks like it is the hilt of a sword. The backpack exhusts and the shoulder pads are similar to that of azrael, but i do not blieve it to be him, but if it is, it is a mirror image.
The gun itself is not Azraels combi plasma and seems to be more ornate, possibly dating pre-heresy
Its not a fallen angel with a soulburner, fallen angels have black armor not green.

Cypher in Green armour never made sense- it was commonly considered at the time, iirc, to be a mistake made by a painter who heard Dark Angel, must be Green! It would be a major backgound change for him to be in Green armou. If he's the guy in the picture he's also gad a backpack change too...

I was thinking... There's a strong possibility that the misterious image would be a simple extra and means nothing at all in release terms?

Actually, chainfists were (and still are) terminators only (listed in 3rd ed Codex: Space Marine armory).Almost, almost right.
Captain Invictus was a named model who came with a Plasma Blaster among some other pieces of wargear. He also had an elite retinue of terminators who could each take a piece of wargear (i.e. they could grab wargear cards which is pretty neat). The plasma blaster itself was not a unique piece of gear, however, it was a wargear card limited to *goes to check* terminators only. So it was not an option for one squad, all Space Marines could grab one, Invictus was just the only named character to have it in his wargear. But it wasn't restricted on the level of things like the Sword of Secrets or other unique pieces of wargear. Plasma Blasters were meant to just be a special weapon for terminator armour equipped characters.
But considering that all terminator-only weapons are now available to power armoured guys in 3rd Edition and on I can see the plasma blaster getting a lot more mileage.

There is nothing to say they'll stay that way as yet though, It certainly wouldn't be a huge change (keeping in mind that even the Ultramarines (Blue Techmarine and Apothecary) and Blood Angels (Red Apothecaries/Sanguinary Priests) have seen specialists painted differantly thoughout thier codex revisions). Even if they do retain the basic colourscheme, a variation to the artwork to give it a green tinting doesn't really change thier whole background.

But that looks like black armour with green lighting to me? All of the colours on that picture have a green hue.
I was wondering about Azrael as well (he also has that style of backpack, iirc), but he uses a bolter/plasma combi weapon. So unless that's getting a retcon the second accelerator chamber would tend to rule him out.
I think it's a combi-plasma with stylistic license. The butt of the gun looks like a bolter and the bit of the casing ahead of the top plasma coil does as well.

Is it me or is his chest glowing? The bluish area above the sword hilt seems to be emanating light, rather than just reflecting it from another source.
The only marine armour that could explain light coming from the chest would be a librarian (maybe), but I'm pretty sure this guy isn't a librarian.
Thoughts?
Artist's personal style, multiple light sources in the picture (notice the front of the robes are highlighted, as is the side of the shoulderplate, which is a telltale sign of multiple light sources), or quality of the actual picture in the post. Honestly I wouldn't invest too much into this. Maybe he's holding a power weapon or some amulet that's glowing for the Emperor.
Well, if a new Dark Angels dex is coming out, then following the trend of all the previous Codexes, they'd have to release a bunch of new things. It'd make sense that DA would have access to crazy plasma weapons like the aforementioned Plasma Blaster. So, nothing really out there or unexpected. Just going to have to wait and see when the Codex releases.
That's what I've been thinking. A piece of art to get people to buy all 12 issues of White Dwarf in 2012 so they will uave the complete picture. And not some sneaky attempt at hinting at a future release.
