My votes go to the Green knight, Hienrich Kemmler, Nazgob the orc shaman for the brooding look.
I paint better than I play, more a comment on my playing :-) But my favourite models are those that are a joy to paint, so the Bretonnia sorceress on foot is wonderful, Anur the sword of twilight, the ushabiti, and the birdmen of Catraza, (in fact most of the DoW range, other than the bearmen that were awful)
Seems a shame that most of my favourite models are rubbish on the table top, I mean those birdmen were terrible, 25pts for a 1W T3 no save model with a S3 bow !!! I ended up house ruling a points cost of 12 pts just to field them - no one objected, still relatively useless even then!
The old metal chaos knights (The new ones are to cluttered with stuff, the old ones were plainer more like the chaos warriors)
This WE mage (Makes me think warcraft 3 when illidan turn into a demon)
The High elf lion chariot (I love it cause its an awesome model, i hate it cause it made chrace armies to common)
The corpse Cart (Bring out your dead)
And ofc, Eltharion the Blind (The most awesomest model ever to be taken out of production)

Arachnork Spider kit is as good as it'll ever get - what a gorgeous kit!
Orc & Goblin characters - for the most part are just lush and can't be improved by resculpting
Night Goblin rank & file - another great kit that will stand the test of time!
Plastic River Trolls - as good as they will get - unless the new version ooze real slime!
Plastic Giant
Empire Huntsmen - what a wonderful kit, one of my all time favorites!
Empire Greatswords - another solid kit, packed full of goodies!
Empire characters - up there with the Greenskins for coolness!
Bloodcrushers - the plastic kit is just ace!
As you can see those are my three armies!

A lot of the Ogre Kingdoms range is also spot on! Who wants to remake Man Eaters - not me, those six models are some of the best out there!
Couldn't resist pitching in... but I'll break it down per army as each army has a different theme:
OnG: Gorbad Ironclaw (River trolls a close second but maybe a more serious take on them could potentially be better... but Gorbad...:P)
Bretonnia: The Green Knight (Louen Leoncoeur comes close in feeling... but its old stlye)
Beastmen: Wargor with additional weapon... fantastic.
Deamons: Bela'kor hands down.
Chaos: Khorne lord on Juggernaut (archaon is childishly big... )
Dwarves: think thye are shortchanging the dwarves on current sculpts... so I think all of them could be topped. Different feel and more serious take on them could do wonders.
High Elves: Same as the dwarves, but honorable mention to blind Eltharion (pity the concept and story behind it was so over the top... even for fantasy)
Lizardmen: The slann... not his palanquin... just the slaan.
Ogres: Golfag... pretty much Golfag
Screaming Bell: Like the new skittish rat theme rather than the menacing rat theme so Screaming Bell, hands down.
Empire: Kurt Hellborg. (New Karl Franz on Gryphon is sooooo close... )
Tomb Kings: not happy about the faces on any of these models...
Vampires: Its a tie between Manfred and the new morphing one... both are fantastic. The wing pushes boundaries of the theme while Manfred defines the theme...
Wood Elves: their current theme is not threatening enough... Daintons images of these guys are fantastic.
old metal Dark Elves except COK, Belakor, Hellcannon, all old Lizzies, all old Brets, all new Woodies except treekin and tman, plus just the ghoulking on its own

After getting the new Empire Griffon kit, I'll go ahead and change my vote and say the new Karl Franz. The Griffon is alright, but the Emperor himself is just absolutely amazing.

As far as units go, I'd either say the phoenix guard models before the ones sold now or the metal DE corsairs. When I heard the new phoenix guard were coming out and saw the new models, I rushed out to my local GW and bought the last 3 boxes in store. As for the old corsairs, they just look more sinister and piratey than the new pantomine actores that are sold now.
For individual models, I'd say Krell. His badass level is OVER 9000!!!
For monsters, I'm going to have to be a sheep and say Be'Lakor. Pretty much everything has been said about him already

Without a doubt the current screaming bell model, it's fantastic, it's possibly the best model games workshop have ever produced. Also the plastic Juggernauts of khorne cannot be topped.
The Green Knight would be ranked first for me. I also really like the Dragon Ogre Shaggoth and the male Wood Elf Spellsinger.

I'm a huge fan of the ogre firebelly. That model alone made me start an ogre kingdoms army for 8th ed.

Archaon on foot for me, warriors have tonnes of good character models but that dude... He's just awesome, exactly what a chaos lord would look like. His pose is sweet and his sheer size just says "don't mess with me son". Still haven't painted mine yet, too scared.

Big fan of Ungrim Ironfist & Heinrich Kemmler. New Krell is nice too.
I like a lot of the old Chaos models like Aekold Hellbrass & the Egrimm Chaos Dragon. Forest dragon & Albion Giants look good too.
