No, you are correct it does not say it exactly, but if you read the entire chapter, the pages before pg 94 we are talking about character on foot moving on his own and joining units of infantry, which is what they are showing in the example images on the same page. Infantry is the most common type of unit in the game, and except for a very few special characters, what all characters are considered. That is why there is a whole section devoted to Characters and Mounts.

You are correct that they were previously talking about infantry. Now find the part about characters on mounts joining units and, while mounted, which units they can join. Since that doesn't exist, we have to follow all the rule provided for us on page 94 about joining units.

Hmmm, interesting discussion.

Can we agree that (even though rules seem to indicate otherwise) characters who are mounted on flying monstrous beasts should be able to join a unit with the same type (flying cavelry). Isn't that interpreting the rules as intended? I can't think of a reason why a bretonnian knight on pegasus can't join a unit of pegasus knights. Nor why a skink on terradon can't join some terredons.

It'de make a lot of sense for Flying things to be able to join flying units.
We already have the limitation of Monsters not being allowed to join units and that would stop bigger things like dragons joining flying units and remove any issued caused by such a thing.
I'm not sure why they didn't do that, but then GW rules writing is prone to things like this.

Last I knew, Skink Chiefs could join terradon units, but that's because they have a specific rule relating to that in their unit entry.
