In the small rules manual it doesn't clearly state( or I just haven't read it right) but can Isildur us the ring on horse.

I hadn't really thought about that. I don't know of any rules against it, and his profile seems to allow both options.
Along the same lines, Frodo's profile should have a pony as an option and doesn't... hadn't noticed that before.
