Im liking quite a lot the new empire book (in the context of this insipid edition). What i cant bring myself to like are the wacky cars, the unpractical size of the griffon (eventhough the model is nice) and the dull Karl Franz model.
About Karl Franz, the main fault for me is the lack of personality of the model. While Volkmar is amazing with his face being a perfect copy of his traditional image, Karl has departed long ways from the magnificient 4th edition version. Its a great model to represent a GM knight, but not characterful enough to be Karl Franz, i think :/
I actually adore the new Karl Franz - he seems stately and imposing; ornate yet practical - just as I've always thought of him.
To paraphrase a friend of mine "Oh look! He doesn't have his carnival headdress anymore!"
Volkmar looks solid, though according to the same friend "He has a giant green bird on his chest" which always struck me as a weird design choice.

The book still concerns me, but I need to look at it in reference to the other 8th edition books. GW is doing a Fantasy Overhaul, but continents drift slightly faster than their updates show up. I just have to keep saying "Don't compare it to Warriors of Chaos. Don't compare it to Skaven. Don't compare it to High Elves." That's a hard thing to do

It's definitely a huge step in the right direction.
All 8th Ed. books are weaker than their previous incarnation save maybe OK, but overall Fantasy is becoming a much better game.
