I can see it happening, but they wouldn't be all sitting around a campfire singing Kumbaya. Any location where multiple xenos meet would be fraught with tension and highly limited in the ways they interact.
I mean, let's think about it for a second. You're an average human. Your neighbors are:
-Eldar. It'd be like living next to the most pretentious, snooty, overeducated patricians possible. They're a species whose language is made up of references to their mythic history that you don't understand and they don't bother explaining. They've lived longer than your family history has recorded and their minds process more information per second than you can imagine. What would you talk about with them?
-Orks. It'd be like living next to bar full of huge biker gang dudes with ADD. Their idea of pleasant social interaction is a fist fight and they have no conception of how much easier to break you are compared to them. They're constantly expanding their territory and small fluctuations in their leadership could set the whole lot of them on a rampage. Would you feel safe?
-Tau. It'd be like living in a suburb with a pushy homeowner's association / political group, constantly finding ways to manipulate you into joining them. They'd be the easiest to get along with, as long as you do what they want you to do. If you refuse, they'll find a way to passive-aggressively manipulate you into joining with them.
-Kroot. Would you feel comfortable hanging out with someone who views you as a walking, talking pork chop?

I always understood the THERE IS ONLY WAR thing to actually mean 'There's rather a lot of war and a reasonable amount of relative peace but nobody wants to hear about the peace 'cause it's boring'
I mean I don't think there has ever been a period in human history where there hasn't been some war or other going on. Possibly never even a period where there's been less than ten wars. Given that this is only a single planet with a population that is far smaller than many planets in the 40k universe, our own time period could be construed as THERE IS ONLY WARRRRRRR.
Actually "there is only war" is short for "there is only war, except on Tuesdays and alternating Fridays."
