There are humans and dwarfs in naggoroth (Slaves) I think there are some human merchants and perhaps some servants (slaves that are better taken care of ) on Ulthuan as well. (I remember reading something such in Kinstrife by G. McNeill)

Yeah but humans and dwarfs are on ulthuan as much as high elves are on the southern continent. One specific place on the far side of the continent.
To be fair, when the entire island only has a few traders in one city that you'll be murderized if you leave, it's pretty understandable if you forget about them.
The 6th edition BoC book has a map showing the density of Beastmen habitation, which has them basically everywhere, except Lustria (The Slann are good at murderizing), Ulthuan, the Lost Isles of Elithis (Aka Those Islands in the general vicinity of Australia we know nothing about except the name), and oddly, The Dark Lands and Albion, or at least not present in any significant numbers. And while we're on Albion, There's a Lizardmen Temple-City under construction there, and an Imperial colony whose name I forget, a few human tribesmen, the Truthsayers, Giants, Fimir, and some assorted oddballs. Or at least there were, depends on if the Lizardmen have murderized them yet. If not, they won't be there long (see above). There are probably still a few Skaven strongholds in Lustria, as well (a notable exception to the above, if so). The human "city" of Pigbarter sits on the top of Scalded Delta, where the River Ruin flows out of the Dark Lands into the Sea of Dread (don't drink the water). The Dwarven hold of Karak Norn sat in the Southlands, though whether any Dwarfs remain is questionable, as there has been no contact for hundreds of years, and the last records report strife with the Lizardmen (guess). The High Elves have a series of watchposts circling the Southern Pole; The Citadel of Dusk and the Fortress of Dawn on the southern tips of Lustria and the Southlands respectively, as well as Tor Elithys on Elithis (Okay, two things), The towers of Stars and the Sun on the islands south of Ind, Tor Elasor in the middle of the southern half of the Sea of Dread, The Gates of Calith sandwiched between Khuresh and the South Pole, the City of Spires on the northern coast of mainland Ind, near the Dragon Islands, and the Spitting Serpent to the East of Lustria and one of the Turtle Islands to the West. How many of these have been abandoned is unknown. The South Pole is full Beastmen, Daemon, and other Gribblies of Chaos. Khuresh has the Lost City of the Old Ones, which presumably has Lizardmen, along with some Beastmen and whatever else the Lizardmen haven't murderized yet (Okay, even I'm getting sick of this now). Araby, Cathay, Nippon, Ind, have human civilizations, and Khuresh and Elithis most likely do as well. The Denizens of Sunken Chupayotl lie in all the oceans of the world .Chupayotl does not. The Skaven have major strongholds in Cathay, the World's Edge Mountains, Tilea (Skavenblight), Kislev (Hell Pit), the Southlands, beneath all the major cities of the Old World (Yes, ALL of them), as well as a whole bunch in places no one knows about. Luthor Harkon has his Undead Kingdom of the Vampire Coast of Lustria. The Border Princes has a little bit of everything.
That's all I can think of for now.
Karak Zorn, supposedly, although the Dwarfs have long since lost contact with it.. It's alluded to in one of the Lizardmen books, too.
Dark Elves raid anywhere they like, including Ulthuan, this for me at least makes them the obvious answer to the original question.
Skaven are a good second, but their tunnels do not reach Ulthuan.

They are not allowed to do that by the great elder God known as Games Workshop. Throughout history the Dark Elves have tried over and over again to defeat the High Elves, and every single time just as the high elves were nearly finished, some strange, randomly, incredibly lucky or unimaginal event happens that swings everything around and defeats the Dark Elves. so now they just let them sit there in their crappy fort and on their crappy little Island while they happily raid the rest of the world!

That being said, with the consistent numbers of times the DE have brought the entire continent of Ulthuan to it's knees and almost annihilated it you would think that they should be able to take care of a small HE base on their OWN continent. Don't really understand how it's allowed to exist to be honest. A conundrum.

It's not really that accessable (there being a whole mountain range in the way) so only small armies can attack it.
The druchii have nearly overrun Uthuan three times. Thats not very often and once was because the highelves were stupid enough to attack nagaroth. The other times they had help from chaos. The thing is that one on one the high elves are the stronger military power of the two (perhaps in the entire world)
Killing an orc is a very good way to make more orcs. everytime you hurt one you're just spreadign the spores, and you'll have a new batch of orcs growing in no time. As i said earlier onc eyou have a orc problem the only way to get rid of it is some serious magic. (and acording to some sources the old oens tried this and failed so not that easy)

Chaos Dwarves have found that fire works as well: Gnoblars and Hobgoblins 'fear' death as slaves because their corpses get fed into the forges instead of getting out to spore properly.
They have, have they? Then why is it that the black orcs that were specifically breed to be slaves to the CD are now found in other places?
Yeah so controlling greenskins didnt work out for them? You cant controll greenskins, not for long anyway. Give it a couple of centuries and the warhammer world will be valhalla, ethernal battle between chaos and greenskins. They'll be the only ones left roaring their anger at each other ove rthe trampled ruins of the civilized races.
Of course, no other races means nothing feeding the Warp on this world means the daemons will probably just abandon the place to the greenskins.
This assumes of course that the Skaven haven't blown up the entire world first with some invention; or that the Lizarden haven't found a rock that says 'in case of disaster, just burn the whole place down' or something
As far as I'm concerned, this is why the greenskin spores in fantasy can't work in exactly the same way as in 40K. Destroying an army of orcs at Black Fire Pass ended the greenskin threat for generations; it wasn't like an equally huge horde turned up ten years later. The Old Ones have been gone for thousands of years and the greenskins are no closer to taking over the world than they were at that stage despite their ability to breed quickly.
Also, the Chaos Dwarf experiment in using greenskin slaves wasn't a failure: they still use them. What was a failure was attempting to design a more intelligent type of slave. Black Orcs don't work; they're too intelligent and wilful, and charismatic enough (in orc terms) that they disrupt the rest of the system. Normal orcs and goblins work fine, with hobgoblin supervision.
