I don't know if it's ever been outright stated.
The cover art is generally assumed to be of the Battle for Polia during the second Sphere Expansion on Nimbosa (pgs.56-7 of Cities of Death) - supported by the use of parts of the artwork to illustarte the text.
The closest colour scheme I can see is Vior'la (white, red markings, different cloth and weapon casing) (Codex: Tau Empire, pg.59), which would fit neatly with the note that Commander Brightsword launched the attack on Polia with '...aggression characteristic of the Vior'la' (Cities of Death, pg.57).

It should be noted that the Tau often change the colours of their uniforms/ equipment to act as camouflage appropriate to their environment. However, the Sept marking colour on these (which remain constant, as they denote the Sept of origin) would seem to indicate they are from Vior'la. However, if they were fighting in, say, jungle terrain, there's no reason the stony white colour of their armour couldn't be replaced with green.
Yep, as Born Again states, the Tau don't have the static schemes that the other races have, instead adapting their scheme to best blend in with the environment, with the only "constant" being the Sept colour. Vior'la has red as its Sept colour, so they're most likely from Vior'la.
