Maybe its like in wheel of time (they tal about it sometime in the great hunt), originally the countries had paper claims to the area but once the peasents there started bugging them for support against the preeils of the mountains they decided the paper claims wasnt worth it and drew the new maps with the borders ending at the feet of the mountains.
