Sure, they could potentially. But those roles in particular are based on leading and capturing the minds of the ever-fallible masses of humanity who make up the Imperial Guard. The grunts are less likely to believe they can successfully storm the enemy trench when the guy telling them it's possible feels the need to use (and has the position and wealth to get) better armor than them. That's a recipe for mutiny.

That's different, by the British Imperial military reasoning troops on the ground want their commander to be touched by grace and to be far removed from their everyday miseries.
It encourages them to have faith their leader as the local representative of a higher power.
In short. When the guy next to you in the trenches has something better that you you ask "why don't I have it too?" If the guy in charge of the army in those trenches has the same as you ask "why couldn't he do better?"
Well, despite the similarities in aesthetics, the British weren't particularly worried about their troops suddenly pledging themselves to the powers of Germany. Faith in the Emperor and warding against Chaos is a stronger force in the Imperium, and envy from a planet's regiment could certainly create treasonous acts.
Edit: In addition, British social structure has always had a strong class-based element to it that would drive that kind of attitude. I'm sure some Guard regiments have that attitude, but I don't think it's common - and certainly not among the Commissariat.
Secondly, there's nothing to stop the higher level commanders from showing their influence. A more untouchable or influential aura is likely okay for a commander with a lot of middle managers who do the battlefield leadership for him, as he's there to do the strategic work and maybe be a symbol. Like the first Gaunt's Ghost book, the Lord Commander is a ponce while Gaunt is down leading in the trenches.

You mean LORD Solar Macharius? Not a commissar so a moot point. Not sure what he wears but it's possibly carapace armour. A Comissar should at least be able to wear arapace armour as arbiters wear it and they all fall under planetary defense forces which also include commissars being political officers and not just army ranks?

I expect they can if they want to do so and more to the point can afford to buy it. I don't expect it is standard guard issue (Unless they are from a really well off Forge World or something.) and I expect it takes quite a bit of maintenance as well so not likely to be cheap. Maybe it would be more suited to those Commisars who are serving alongside other heavily armoured troops like storm troopers or something. In a normal guard regiment it will probably stand out and say something like "Hey shoot me first." Especially if it comes equipped with a nice red sash.
Either way, I'm pretty sure that it you have shown enough battlefield valor and had enough tactical victories to have a Crusade and a Superheavy tank named after you, you can probably wear whatever you damn please.

A Lord General I'm sure could get his hands on some power armour if he wanted to, but he is also far, far higher up the ranks than your run of the mill commisar who I do not think could just put in a requisition form for power armour and expect any other result than being laughed at (although probably not to his face). He just isn't very high up in the ranks, relatively speaking and power armour requires a whole lot of resources and specialised maintenance, something he just isn't likely to have access to. Higher ranked commisars, like those serving at various High Commands, maybe. But your average commisar for your average regiment, no way.

Getting ahold of human style power armor is difficult enough for Inquisitors that they are essentially relics. A mere Commissar getting one? Besides someone extremely high up the fame and power scale, like Yarrick, it's not happening. Commissars can and do wear normal armor though, especially Cain, and likely Gaunt. Cain just checked out a set and never returned it![]()

No chance. Power armour is rare as, only the most elite get to have it and a lowely commy just isn't up there with the likes of marines and inquisitors

I don't think we should confuse "power armor" for the 3+ equivalent in the game. I am sure that there are plenty of guard regiments from advanced tech worlds that have semi power armor. While this armor clearly would not be on the level of a space marine or similar armors, I can imagine that plenty of soldiers have access to some form of powered armor. They just wont have the kind that allows you to stride through a hail of heavy bolter rounds to tear a man limb from limb and punch holes through the sides of tanks.
so perhaps we should make a distinction between "powered" armour, and Adeptus Astartes Power Armour/Battle Plate (as they have started calling it in Black Library novels).
