Commissars might be able to get a set of power armour, but I agree that it would make them look weak. Heck, even the 5+ save they now have is kind of sad, Commissars used to run around without any armour in earlier incarnations of the game.

The fact that the church can supply a limited number of power armour suits for their private elite troops, or that Inquisitors can get their hands on specialised suits doesn't mean that anyone can just phone up and order one. Of course you can buy it, but it seems rather unlikely that a commisar is going to have the connections, money or inclination to get his hands on a suit. It certainly won't be something he can get through Guard channels.
This is the clincher, I think. There's never a shortage of fresh orphans in the Imperium to make into Commissars, but power armour is expensive, people!
I seem to remember the Munitorium Manual proscribing pretty harsh punishment for those frivolously requisitioning materiel they aren't entitled to... By Imperial logic, a commissar in power armour would be obliged to shoot himself in the head before battle so as to prevent the precious piece of equipment being lost on the battlefield.
