    Hi,
    Welcome to Warseer.

It sounds like you have some fairly fundamental questions, so the best course of action is to find an experienced player ( at a club of shop) and ask them.
Both your questions are answered in the rule book, but I'll repeat them here.

Strength is used to determine how easy it is to wound an enemy, or damage a vehicle. For 99% of models, you'll only ever use the model strength in close combat, and the weapon strength whilst shooting.

Points are listed in the relevant codices. That'll tell you how much a model, and any weapons, upgrades etc cost, and give you all their rules.
Occasionally accused of being helpful and constructive.
One ring Book to rule them all, one ring place to find them, One ring Codex to bring them all, and in the Darkness future bind them. Time for the unified Marine Codex.

thanks that helped alot, one more question. do you add points based on the units weaponry? for example: say a unit with a bolter is worth 100 points, is he worth that much no matter what weapons he has? if he has a rocket instead of a bolter is he still worth 100 points?

    hope that made sense.

First, let's address some terminology to try to keep things straight. A Unit is a group of 1 or more Models which act together. Squads, Broods, and so on are fluffy names for Units.

For the most part, when selecting Units for an army, one pays a set number of points for a basic Unit. For Infantry Units, there are typically a minumum number of Models included for this price. The Unit entry will then include options which may be selected at additional points. These often include additional Models, weapon upgrades (such as replacing the Model's Bolter with a Missile Launcher). Typically, the points cost of a single Model from a Unit isn't and can't be calculated, and none of the missions even care about the points costs of individual Models. There are some missions which use Victory Points to determine the winner, but this is based on the points cost of the unit, not the individual Models.

We debate RaW, not in an attempt to gain an advantage, but rather to better understand the rules as they are written so that problems can be identified, addressed, and possible solutions developed before we get to the game table.
