    You know, the center might be a core of 'reality', instead of Warp. The laws of physical physics could dominate, because there is so much matter, radiation, extreme physics going on there. There is a LOT of energy in the core of the Galaxy, and that would be its most important feature.

    I wouldn't expect them to go far into the bulge- but I suspect that a map of the real galaxy (with habitable zone marked) superimposed over a map of the 40K galaxy would show plenty of occupied planets outside the zone- on the fringes, and places near the bulge (like the Maelstrom Zone).

    In fiction, the 'core' is very often the homebase of some technologically advanced race that's not actually interested in the activities of the beings in the arms
