Looking at the Hurricanum, it sure looks as though the horses pulling it are more of the size of say chaos knight horses than the existing empire knight ones. Is this the case? Is the new empire stuff of the same size as the old, or are the demigryph riders/new horses/etc "giant" sized when compared to the normal knights/outriders/troops?

The current horses for knights are tiny, and long overdue for a re-do. The pistolier ones are better scale I think (but look a bit smaller because they don't have barding). The ones for the Hurricanum are a sensible size.
I haven't got my hands on the new Empire goodies, but I honestly expected the horses to be bigger than the old ones. Pistolier horses are bigger, and so are the mounts of Kurt Helborg, Ludwig Schwarzhelm, Marius Leitdorf and the plastic Empire General. I expect many Empire players to convert proper looking knights by using the new horses from Wizard wagons and knight bits from Demigryph knights. Chaos Knight horses are also good alternatives, but require more work.
Either way, Empire releases have varied in scale since 7th edition. The lack of coherency in both scale and style bothers me. This is not helped by the fact that the 6 single character models (2 Plastic, 4 Finecast) from the new release were sculpted by 6 different people.

I cut the Chaos symbols away, all of the mutation spikes on the legs and most of the over the top spikes. I did however leave some of the smaller spikes, but that is beacuse the Knights of the Blazing Sun are supposed to be a bit "spikey".
The thing that annoys me with the "carnival wagon horses" from the new empire kits is that they are monopose.
Edit: By the way, could some Marauder horsemen steeds come in handy for a White Wolf conversion? Sure, the horses will look a lot less armored but it will be a nice contrast versus the all-armored KotBs. Anyone know the size of the marauder horses? Are they Empire Knight size or Chaos Knight size?

Marauder horses are the same size as the Pistolier horses. So bigger than the old and current Empire Knights horse (they horses haven't changed since I started playing in 4th ed). I have no idea how they compare to the Chaos Knights steeds as I haven't bought the newer ones yet.
I don't think the current horses are THAT bad; I think some of the Brettonia models are much worse...

The current knight horses are pretty dull, as were the old plastic boars. I would rather keep the knight horses until the end of time than endure a remodelling which resulted in the horse equivalent of the new boars. The wizard wagon horses are fine but, as mentioned, monopose (as is the General's horse), which is pretty lame. In all honesty I don't even really like the way the horses look with the wagons, so I dread to think what a unit of them would look like. A little bit of variety would have gone a long way.
