Siege Battle Q' from BitB - Tomb Kings

A few questions about the BitB Seige Rules and Tomb Kings for a campaign I am in.

    1. According to the rules, any unit can garrison a Fortress Section, does that mean that mounts like Necroserpants can fight while defending against a building assault? If so, I assume NecroKnights would count as 3 models? Sphinges would count as 5?

    2. How do Scouts work for the attacker and defender?

    3. How does EtBS work for the attacker and defender?

    4. Since Tomb Kings are not a Force of Order or Destruction, how do you handle the siege equip.

    5. Has anyone invented or seen any awesome Tomb Kings specific siege equip?

That's all I can think of right now, I may have more.

    1. I can only assume that the mounts do not take part in the assault: Attackers dismount to attack, after all. I would further assume that the riders count as a model of their appropriate type, typically infantry.

    2. Scouts work as normal, it's just that the deployment zones are different.

    3. As normal.

    4. They cannot take options available only to the Forces Order, and cannot take equipment available only to the Forces of Destruction since they are neither.

    5. Yes.

Cauldron of Burning Sand (300 points)
Defender's Siege equipment, Tomb Kings only. As Cauldron of Boiling Oil, except it allows no armour save.

Assuming #1 is right, how would that work for a Warsphinx since they are Monsters (which can fight in an assault), and can garrison sections per Seige rules. In other words, can the riders and mount fight in the assault, counting as 5 models since it is a Monster?
