The basic requirements are three Security Platoons of seven infantry stands (plus three optional trucks) each.
They do have some interesting troops though, having access to a Sturmtiger platoon or an armoured train. Also, they are, as far as I know, the only German troops having access to the German equivalent of the Soviet Commissars – namely the German Field Police.
I do think though, that it’s an army best played at 1000 points or below. It’s probably going to be struggling above that level, once the expensive Soviet heavies comes rolling. As far as I recall, the original Warsaw briefing was designed for games around 600 to 800 points maximum.
Then again, it could be worse. I’ve been looking into making a mid war Soviet Strelkovy infantry horde. Man, the sight of 100+ infantry stands on the table, all (nearly) fearless due to the commissars. But painting some 500 15mm. infantry models...
