The court is a unit by itself. Composition doesn't matter. You can have a royal court unit of 1 lord or 1 cryptek if you want. You can attach an IC (and only an IC) but you don't have to.
the biggest thing with the royal court is they can be unit champions, just like wolf guard. now you can have a necron lord with a warscythe, and somewhat have a 'champion with a powerfist'.
