I previously had the Banner of the World Dragon on the BSB, should I keep this or is it too expensive for what you get?

The Noble on Horseback I foresee as being kind of an F.U. unit there mostly just to muck things with magic items, just not sure what.

I wouldn't take the hand weapon since it can't be used when mounted and would deny your shield even if it could.

Lore of Death
The chariot kinda makes this guy easy to kill and lore of death takes him even closer without really adding anything to his survivability. Even if you're set on the chariot, consider swapping lores. Perhaps light or metal so he hits good and hard.

Teclis should probably take shadow since that Phantom Swords (I forget the spell's name) would really make those spears count. Consider giving the blademaster the +1 to go first item if you can free up the points. Between the RBT and all those bows you really need to go first.

IMO I would suggest the following:

1) Split the LSG unit or go with 2 smaller units of Archers instead. 50 man LSG is points waiting to be taken without any magic protection.

2) if you plan on running with the mage in the Tiranoc chariot consider fielding 2 more Tiranoc Chariots to give him a 4+ LOS save.

3) I'd split the Dragon Princes in two 5 man groups to maximise their number of attacks and give the enemy 2 targets instead on 1 big juicy one with their warmachines. I would also run them with no more than a musician if you do this.

4) Also if you are planning on using Swordmasters always consider packing the Ironcurse Icon for warmachine fire protection.

I think you could tweak this list quite a bit. I'm not sure why there are so many Mages in the list. Teclis can pretty much carry the magic phase by himself and adding in another 2 Mages on top of this just seems like over kill. I think the block of Seaguard is too big as well. I firmly believe that Seaguard work best in smaller units that can maximise their firepower while still taking advantage of the fact they can fight in 4 ranks. I'd think about swapping them for Spearmen and investing in some archers to do the shooting. Special choices are fine as are the rare.

I'd look to buy another Bolt Thrower and maybe some Lion Chariots with the points you've saved from the changes I've recommended.

Ok a few things about your new list:

1) I think you still have too much invested in the magic phase. Teclis on his own can do most of the magic blasting while you would only need an additional 2nd lvl. mage for the most part with the Annulian Crystal as additional magic defense for your army. I would then use the remaining points to bolster your special units.

2) I would remove the magic weapon from the Bladelord. His great weapon is a much better choice for close combat. This would free up more points for other things (same thing would go for the Drakemaster).

3) Teclis really needs a good bunker to hide in (Phoenix Guard would be a good choice with maybe the BSB accompanying that unit). I wouldn't leave him out in the open on his own as he would be very vulnerable to a lot of things that can take him out at range or capable of attacking war machines from turn 2 (like flying skirmishers and/or scouts).
