    Usually, no.

Inquisitor is primarily a Player vs Player (PvP) game, unlike roleplay games where it's Player(s) versus Environment (PvE).

An Inquisitor GM may have control of an odd few NPCs, but these may well not be enemies or even allies of any of the players involved. Instead, you are something of the "Director" of tabletop improvised theatre, where you provide the setting and act as overseer/organiser of the players and their characters.

I'd suggest reading GW's series of Inquisitor battle reports, which can be found at this various list of links...

... to get a better idea of how the game is normally played out. As you can see (or will be able to once you've read them), the GM often doesn't have any characters at all. This is not to say you have no bearing on how the game plays out, as you often have to make calls on rules and what characters can/can't do/see/etc, but unlike the GM in a lot of games, you're not the prime participant.

If you want to play PvE and be a cackling GM who sends hordes of enemies at your players, it would be better to use a system like Dark Heresy, which while not free (unless you're acquiring it from shady places that will not be mentioned) is much better suited for that kind of game play.

    Re: New GM

While it may not be the most common style of play, I have successfully run scenarios with me as the GM controlling the "big bad" and his minions. However, the various players still had their own agendas and were free to choose whether to cooperate with or open fire on the other players' characters.

It is possible to play with one player as a GM and one or more players as the "players" in a PvE type game, but it helps if the GM isn't "out to win" but rather "out to let the other player(s) have fun" while allowing for a chance for the players to fail, but a very good chance of them completing their objectives (if only by the skin of their teeth). As MarcoSkull pointed out, though, this really isn't the way the game was meant to be played, and so involves a lot of thought and restraint on the part of the GM.

If you keep the scenarios simple and the objects per scenario straight forward then it doesn't really matter if the GM does play the bad guys. Something you might want to consider though concerning GM interventions is, if you a GM+baddie player are starting to gain the upper hand - you can always have a weapon jam rather than suddenly do something radical like give half of the baddies heart attacks. Also - if you are going to play the baddies, make sure you know what they want out of the particular scenario and the personalities of the characters involved, that way you will avoid either losing straight off the bat or winning outright in turn one. Just a thought =)
