The main GW site started with the cookie pop-up a couple of weeks ago.If you’ve been to the website today, you’ll have noticed the new cookie pop-up. This is so that we comply with a new EU regulation.
The BBC are now advertising it too. Its presumably the deadline in June.

New law introduced by the British Government but driven by Europe
Basically it asks you to give consent that cookies may be left on your computer.
BBC article covers it well if you want more detail of the types of cookies you should be asked to approve.

Ridiculous law. The internet works by cookies. But the moment you mention the word 'privacy' people are going to start getting offended. Typical government misunderstanding of technology, creating laws which don't solve a problem which didn't exist in the first place.
Also depends on the nature of the cookie, things like session cookies for making shopping baskets supposedly should get a free pass. Some sites aren't even bothering to ask and working on assumed acceptance, which is allowed. Some are making you select from a list the cookies your going to allow. Once ICO decides to start enforcement sites still have the option to say here's our plan to implement it, so you get off with it for a while. Most of the gov.uk sites are not compliant yet so can't see enforcement for a while.
