I've had some people tell me because the wording is "the assault phase" and not "every assault phase" that it only works on your turn and not the opponents turn. I would love for that to be incorrect and work on every turn, and basis i can use for that?
If your opponent tries to claim that his assault phase is not the assault phase tell him he can't assault then. The rules to 40k are general unless specified, not specific until generalised - note that the sections in the BRB on moving, shooting and assaulting specify that only in your own turn may you carry out the appropriate actions - even though this fact would seem obvious, it's spelled out. It would have to say that it only happens in your assault phase only for that to be the case. Every assault phase is THE assault phase for that turn, whether it's your turn or your opponent's doesn't matter.

As above, GW will always specify "your assault phase" or "your opponents assault phase" if referring to a particular one. If it is a general statement such as "the assault phase" with no additional qualifiers then it applies to both.
