I'd be looking at Ogre Kingdoms. You can get a pretty decent army with about 20ish minis in it if you ignore gnoblars etc. Easier to paint too.

I don't think you specified and points range for such an army, but taking Lord Dan 2000pts exxemple, here's a TK low-model count list;

5 Horsemen (Liche go here)

That's 1925, leaving you 75pts to tool up your characters, and it's a 24 model army. Still want less models? Get rid of the Liche bunker and add a Chariot to the small unit, swap the 6 Necropolis Knights for 2 Necrolith Colossus with extra hand weapon, with maybe a Scorpion to round up the points, wich will give you 17 models for 1955pts.
Vampire Counts Army : At least 4000pts built, much more waiting for some love!
Tomb King Army : About 6000 pts of troops, all that is left is painting!

Chariot spamming is very mean, actually. Ever try taking 4D6 strength 5 impact hits to the face then watching a beastlord hack apart 6 models and a shaman generate 3 extra power dice for killing people, not very much fun depending on the opposing army. This list style is great VS elves, trash vs skaven.
I find Ogres kind of fascinating, I was thinking about this list using a Pirate theme. What do you think?

I played a very successful Beastmen Centigor list. As I recall, I had 3000 points and less than 40 models.
Downside for the OP: More than chariots.
Upside: Way more mobile as chariots can't march and in the new meta, if you can't fight a horde you need to get out of the way.
The dark elves can do it too.
2 units of 10 darkriders, w shields and repeater crossbows, f.c.
1 unit of cold one knights, 10 or more f.c.
1dreadlord, cold one.
1 sorceress, darksteed.
Master bsb, cold one.
Oh and what ever else you want.....

Maybe today but back in 6th elven infantry was good for one thing, getting shot.
Ogres. Small, elite army. Hits like a ton of bricks and Emperor help anyone you get the charge on.

Chaos dwarfs are the most elite army. Highly skilled, well armored and hard as the forges of hashut.
I just cant see ogres as elite with their low weaponskill regardless of model count
I've always wanted to try out the Throgg and the troll heavy list, was thinking how much would an army like that cost? Also I do like river troll models but what other models would you guys be suggest?

What the O.P is asking is quite inane as it is impossible by definition in Fantasy to have a "low model" count army as it is in direct contradiction the the game itself. The most elite armies are small ie; WoC, H.E, but that doesn't mean they're the smallest possible, while Ogres, T.K, and Beastmen all have builds that make viable use of low model counts, but these builds aren't "elite" in nature. Frankly put, the O.P should better research his question next time, in addition to providing more specifics. Without such outline the thread will provide a metaphorical "proverbial list" however, the difference between each others self-imposed guidelines will be the differences in our lists, and thus the direction of the thread and the O.P. For example, how many points are we talking? Money a factor? Transportation a factor? Painting a factor? Just low model count or elite as well? If the former are you comfortable with playing the new "bandwagon" army (Ogres for those not in the know)? etc. . .

Define the type of play style you want, fast, brutal, brains....
Fast armies tend to have a lot of burst damage, ie all mounted dark elves (which I plan on using vs shaven)
Brutal armies are high str, ie chaos, ogres, orks (no combos).
Brains require synergy to work, ie most elven armies come here too.
Or you could to a net list (not suggested if you want to play friend vs friend and not tournament.
Fast armies also tend to cover ground rapidly.....
