25% rare question

I am playing in a 1500 point tournament coming up and I was creating my list, my rare choice came in at 375 which is 25.0% on the dot. Now my question is now that I finished the list and I'm happy with it is only 1499 points. So now my rare is 25.01667% of my army when calculated from the 1499pts.

So my question is if the 25% is off the 1500pt for the game or the 1499 from my list?

The % is from the agreed upon points. 1500 is 375. It doesn't matter that your final list cost is 1500 or 1478. 25% is still 375.

Indeed, what Artiee said, it's % on agreed points, as you rarely hit the agreed mark exactly. (And I am always under rather than over.)
