I imagine its the most pimped out military uniform crossed with what ever the high fashion was when thier primarch was still around. Having said that every time I hear a description out of a book its robes this and sack clothe that, really lame imo. Where are the beatiful agents of death that cultivate actual alliances that allow thier 1000 grim reapers a chance against a million green giants?
actually, the thousand sons or at least ahriman was mentioned to be wearing (combat) fatigues while aboard ship. there's that scene with the remembrancer dude where they talk about wine and ahriman having created his own wine, afair, in a thousand sons.
found that to be quite more interesting than just the usual robes stuff...it's fine for some off duty stuff in the monastery, but for the rather militaristic lifestyle of an astartes, fatigues seem to be more useful/practical.

I heard the Adeptas Sororitas cosplay as sexy nurses and secretaries while not in battle armor and that's what I'm believing.
To expand on this, most of the HH novels have described an assortment of practical utility style outfits. I'm not entirely sure where the idea of Marines wearing robes come from. Occasionally, robes have been depicted in some bits of fluff, but at the same time, the idea of Marines as wearing their armor constantly occasionally seems to get bandied around despite how ludicrous that would be in terms of armor maintenance and, well, sanitation if they weren't cleaned.
I think the persistence of the robe idea has been the Dark Angels and their emo bathrobes. Just kidding. It's really just an extrapolation of the idea of the Marines as "warrior monks". It's a common perception, so I can see where the assumption is made. But, like I said, not really supported by the fluff. Certainly it isn't ruled out by any measure either.
The perpetuation of the "always in armor" idea comes from the fact that they are depicted in armor in almost all fluff and artwork. Of course, the reason for this is that, well, Power Armor is their signature look. It's what they are known for. Being Big Guys in Big Armor with Big Guns.

From the schedule given in Codex: Space Marines (3rd edition 40k era), not wearing armour would be a rare occasion - 15 minutes a day that isn't battle drill, and that doesn't really leave any time for disembarking and suiting up again.
Presumably though the armour needs to be removed periodically for maintenance. So on those occasions, I guess substitute clothing would be seen in a similar way to a hospital gown, rather than comfort wear, in general.

So long as they wear it often enough to maintain their skill level in it, they don't need to wear it all the time.
