So if my post wasn't clear enough, where do I find the rumors about a Chaos Renegades book?
See the Chaos summary in the rumour roundup. It was all very vague and mostly originated with ghost21 (take that as you will) but all that was said was they're aiming to do 3 books Legions, Daemons and Renegades. More recent developments do not make this look likely though (i.e. Chaos Dex not Legions and includes Cultists)
To be fair, I believe this was done due to quality complaints about IoB LSG figures breaking during shipping. Anyone that picked up the IoB boxed set AND the LSG sprue seperately will note that the sprue attachment points were moved to less fragile areas. I think this was a case of GW maximizing their investment by offering the replacement sprues for sale. (I certainly bought a few!).
Were there quality issues with the AoBR Nobz? I don't play Orks so I never really payed attention...

No. It was a brand new multipart kit.
With your info in mind, I think it's even more evident the LSG were an exception. Could even be that GW were planning on keeping them starter only for longer.
The availability of the LSG was because they made the miniatures for
a) In-store painting samples
b) the new "paints-and-miniatures" minisets.
If they didn't need these you'd still buy IoB or scavange eBay to get the miniatures. It's simply "we have the miniatures, so why don't make some more money out of it?", which is perfectly reasonable and fine. Not that I'm not happy that they are available =)
The Griffon from IoB never got a release either but I still don't expect Cultists to remain a starter set only item, there will be too much call for them.

I finished reading through my August White Dwarf just before and the inside back cover has a (coming next month) teaser image of a Dark Angel librarian fighting a Sorceror (Thousand Son I think?)
I saw this image mentioned in a (now locked) rumor thread but it only mentioned the Chaos element - the choice of a Dark Angel vs Chaos artwork seems a bit too specific methinks.

I don't think there's any doubt that next month's WD will see the release of the new starter set. The artwork you mention plus the previous issues' spines making a picture and AoBR being taken down for order all add weight to the already speculated September release.

Not at first, but for a while at least. Cultists in the starter only will bump sales of it among Chaos players some, and they can also encourage conversions from other kits at first, before coming out with a multipart cultists kit in say 5-6 months like they did with Ork Nobz.

Not really, none that I've seen anyway from the dozens I've picked up from eBay
The koptas on the other hand I've had problems with; the two halves that make up the chassis and pilot don't always join very well and the rotor blades have a weak point which is difficult to repair once they snap. The number of koptas I've had through the post that have been poorly packed with the blades snapped off... Should convert them all to have jet engines!![]()
Drill big hole through the centre of the blade mount then just drop it over the big peg and don't glue it. Stops the breaking thing and you get spinning blades!

I can't imagine the cultists only being available in the starter like the Koptas were, simply because they are a Troops choice. Troops are meant to be bought in bulk (great for GW), it isn't really comparable with the Deff Koptas, a 1-5 Fast Attack choice. If you haven't noticed, GW tends to be really fast at releasing all the Troops units for armies.
The Dreadnought on the other hand, I know we have some rumours of a separate plastic Chaos Dread, but that one is a prime candidate for staying starter only.

According to Harry, the differences aren't huge. I'd expect the same actual models, just with a snazzier box and accessories.
I think it will be an ammo box similar to the 5th ed. gamer's edition with templates and/or dice. Just speculating!![]()
