Play a 2,5K points battle using only Binding Scrolls.
If your looking at "big" monsters only, I think Lizardmen can get the most, but you're limited to Stegadons/ Ancient Stegadons. TK can have a good number too, with Sphinxes and "Bone Giants".
Other armies could manage a couple, or more if you include character mounts:
High Elves- Dragons, Griffons
Woodies- Treemen
Dark Elves- Dragons, Manticores and Hydras
Ogres- Thundertusk, Stonehorn, Giants
OnG- Aracknarok, Giants, Wyverns
WoC- Dragons, Giants, Shaggoths
Beasts- Giant, Cygor, Ghorgon, Jabbertheslythe
Skaven- HPA
VC- Zombie Dragons, Terrorghiests, Varghulfs
There are possibly others, and that's ignoring non-gribbly big things- Furnace/ Bell, Coven Throne/ Engine, Steam Tanks/ Pope & Wizard Mobiles, etc.

I'm not entirely sure what you mean? Every monster option in a book or as many monsters as possible?
Tomb Kings 2500 points would mean 1250 points of special and 625 of rare.
So you could field something like
3 warsphinxes with fiery roars... leaves you around 540 points of Carrion/Scorpion/Stalkers (if you consider those monsters)
625 points of rare would be
1 Necrolith
1 Hierotitan
1 Necro sphinx
would leave you with 55 points in rare
4 unique type of monsters, 6 monsters total... Oh and I think you can add another warsphinx for your general
Keep in mind though that lords/heroes+special+rare should not exceed 1850 points, due to 25% minimum core.

Night Goblin on Cave Squig (unsure loadout) *Run him with the Squig Hoppers for the extra bouncy reroll
Black Orc BSB (to keep in your safe unit)

However, this list to build is gonna cost a pretty penny. I personally own 2 Araks, 2 Giants, 2 Manglers, 13 Trolls, and 1 Giant Spider and I often field the entire lot of them. It's a beauty when they hit the front lines. Araknaroks are TERRIFYING when assaulting a building. Since it's a spider it can make a full assault along with its crew. 8 Goblins + 8 Spider Attacks = rocks the foundation of the building.
You can get three monsters in a lizardman 1500 (plus 4 monsterous infantry) I'm sure you could scale it up for 2500.

Easily, just add some more core then add another Ancient Steg & Maybe a Salamander or two. Then you can add some Regular Stegs as Special Choices.
I think the max Stegs you could get in a 2500 point list with the carnosaur lord would be 6? if memory serves. 2 Hero Stegs, 2 Special Stegs, 2 Rare Stegs, 1 Carno? Stegostomp
Cuz another hero choice could be the Skink Vet with Ancient Steggo Warspear on an Ancient Steg (another 300 points) which should allow you to stack with the Skink Priest @ 2500
You could use the Dread Host from Tamurkhan. It's in one of the campaign phases. Essentially you use a Dragon for your General, Monstrous Infantry / Beasts for Core, 'Small' Monsters for Special and Big Monsters for Rare - all bought from Binding scrolls.
There is a scenario in Monstrous Arcanum that lets one side take Binding Scrolls only.
The other usual suspects are WoC and O&G. Both let you take massive amounts of monsters in a legal army list.
I think the most monsters you will be getting out of the stegadon stampede and sphinx spam;
lizardmen could fil 625pts of core with skink-kroxigor units (which has a measure of monstrosity to it, but they're no monsters) and get 2 characters on stegadons/carnosaur make a mix of 2 to your own preference) 3 special stegadons and 2 rare stegadons. TK can more or less do the same, with 2 characters on sphinxes, 3 warsphinxes and 2 necrosphinxes.

If you are looking for LARGE Monsters, then I agree with Bearded one. If you like Monstrous Infantry / Ridden Monsters then you can get numerically more out of Orcs and Goblins.
As an owner of both Lizardmen and O&G (Can you tell I love monsters) I can tell you both armies play fantastically with monsters. For O&G I'd recommend backing up your monsters with a few blocks & few artillery. For Lizardmen I would probably backup your monsters with a Slann in Templeguard and not take the Carnosaur. Then take either Fire, Life, or Light depending on your preference. I really like fire when I'm sending a monster mash across the table personally.
Vampire counts got 3 monsters in 2400 point if I want i can add more do.1 Terrorgheist and 2 varghulfs. you can ad verheist. and de direwolfs are some wha moster is ( and you can put a vampire lord on a terrorgheist of zombie dragon and your hero's can have a monster mouned to.

OGRES!!!!
ALL the troops are Ogres, there is a Hunter on Stone Horn option as well as the 2 large monsters from the rare section - so three massive monsters and a horde of Ogres - beefy all the way!
See, Id say ogres less so. Throgg and his troll army are truly monsterous. Ogres (especially with the current GW colour scheme) are quite humanoid. They still have the some cool monsters (Mournfang, Stonehorns, Thundertusks to name a few), but Trolls are way more monsterous than ogres IMO. Especially w/ dragon ogres, shaggoths and spawn!

Try dark elf zoo army darkriders core, cold one special,hydras rare ,hero on manticore lord on dragon,NO wizards works well!
I was just looking ad dark elves, because of the hero on manticores, all mounted is fine but no magic scares me to death!
And with that thought it will! I do not recommend it i rarely use non magic armies myself but can tailor the cost into cold hard drive else-were depending. the great thing is magic is pre-determined before battle (rules stipulate) and really the worse from battle magic is dwellers below(life) for such a design (other magic has exceptions) but with a combined charge of lord and dragon and hero and manticore on weaker flank tears chunks and with the mobility to back up can see your turn 3 charge into a turn 4 victory i have never lost with such an army but only play it maybe once per opponent every 3 years as a "wake up suprise tactic"! not recommended for consistant play nor tournaments(although maybe with the lack of cav floating around, yep 4 min str 5 thunderstomps really hurt!)
