Vortex into combaT?

Hey, just like the title says, can a vortex be cast into combat? even if the wizard itself is in combat?

Only restriction I could find was that spells cannot target units engaged in combat, and I'm not sure whether the vortex targets or just passes over.

Vortex spells have no target, so may be cast into/in combats.

Yes. Vortex spells have to be placed in base contact with the caster.
