4 questions that have come to mind

    1) i went to a tournament and played a VC, my normal VC enemy i play has always checked this augment distance from the unit not the caster, Example( a necromancer casts the signature VC lore spell then measures the 6 inches off the zombie bunker).

    2) the only reason i question this is, he charged me with two terror causing units and said i had to pass a terror test twice, which i assumed was wrong but didnt care to argue seeing as how i passed both and the units never charged again so i let it slide.

    3) he then told me my men-at-arms must pass a fear test for every enemy fear causing unit in combat, again i though you only needed to test once per phase.

    4) and four has no connection to the rest, simply put if i have a unit champion with extra hand weapons and a shield (dwarf thunder champion example) i get to choose what i use for close combat correct? that being said if he is targeted before attacking i assume i have to choose then for a +6 or 5+/6+ and i cant change when i swing correct?

    1) Spells are measured from the caster, not his unit.
    2) Terror causes Panic checks, and you can only suffer one Panic check per phase. If he had charged and killed models with a Scream later, you may well require 2. However, you would only roll once from charges.
    3) Again, one per phase.

    4) You must use special weapons when you have the opportunity, and magic weapons always have priority over that. In this case you would have the Shield against ranged attacks and must use 2 weapons when in combat.

It seems your VC opponent was rather creative in his rules application.

    thank you,

    1) that was regarding a different vampire count player than the one in questions 2&3, my friend who plays VC was doing this wrong, my first opponent in the tournament who cause question 2&3 did this right.
    2) it was a vargulf he didnt have terrorghiest, but nice guess
    3) thanks for clearing that up
    4) alright, that one is the most helpful because i sort of knew the others but i like to 100% know them, you know what i mean?

For Fear, the rule says "any unit in base contact with one or more models that cause Fear must take a Leadership test...", so it doesn't matter how many fear-causing units he has, you test once per round for any unit affected.

As Mozzamax said, you only take one Panic test per phase. Also note, if you are not able to make a Charge Reaction, then you don't have to test for terror. So, if you're already in combat, or he's charging from within his Movement range, no test is required.

well rather than make a new thread, figuered id ask 2 new questions

    1) if you have just 8 models left 5 wide, are they steadfast? i figured only after the first 5 do ranks count, my opponent said it still counts the first rank for steadfast just not combat rez.

    2) does monstrous cav take fear tests from flaming attacks, and if the mount fails the fear test does the riders WS go to 1 as well

Regarding the first question, your opponent is correct. A single rank of 5, is still 1 rank more than say...a dragon. So 5 goblins will be steadfast in the face of the sun dragon that just demolished their 20 friends that round.

The second question, no. Monstrous Cavalry does not fear flaming attacks. However, if a unit fails a fear test, every model in the unit would be WS1. So yes, the rider would be WS1 in the hypothetical fear failing cavalry unit. They'd test on the highest Ld in the unit though, generally not the mounts.

It seems your VC opponent was rather creative in his rules application.
Or he's an old-skool player and hasn't played many games in 8th edition.
In 7th edition and before you had to take a fear test per charging fear causer, and it was perfectly possible to fear only one unit in a three-way combat.

Indeed. See it as the rider struggling to keep control of his panicking mount.
