I've bought an army boxed set , inside is a small postcard saying that if I send it off I'll get a free set of the new rules , would that be the hardback rulebook or just the online rules printed ?

afaik it's the mini rulebook. So it's like GW"s mini rulebooks, in colour with the same layout, but only the rules. I've got an electronic copy of the mini rulebook and it doesn't have complete army lists in it, just the stats for those units found in the army sets, which indicates it's really just a starter set.
However on the mantic forums it has been announced that the rules will be released under a creative commons licence (non commercial) as pdfs etc. Not sure when this will be coming out though, probably not for at least another week or two.
