Tome of Corruption is probably the best single source on Norsca, aye. It's hard to find and expensive when you do, though, unless you're prepared to resort to the Dark Side. Some of the older army books have a bit of information on them but it's fairly two-dimensional and for the most part not a patch on the ToC stuff.
A couple of the BL novels take a look at the Norscans too. Off the top of my head, Palace of the Plague Lord, Wulfrik and Knight of the Blazing Sun feature Norscan characters heavily.
Norsca is an army I desperately wish GW would explore more- outside the boundaries of purely worshipping 'Chaos'. Maybe because I have numerous books on the Vikings but they really intrigue me- particularly the were-kin aspect since Vampire Counts steer clear of them. Tome of Corruption is good and there are numerous BL books on Norsca, as well as a host of short stories. Unfortunately though, it's relatively untouched.
Edit: To add to the above comments, Norscan's occasionally feature in books about Bretonnia raiding from the North- Knight of the Realm in particular.

Well they're less chaosy chaos. More marauders than chaos warriors an much fewer supernatural things. They're also more civilized, i think i rememebr reading somewhere that most in the norland province of the empire has a cousin in norsca.
They also occasionally trade with the Northern Empire provinces.

Older background on Kislev (Something Rotten) indicated that the Norse formed the original aristocracy there (a fairly obvious allusion to Kievan Rus) although most of that Kislev background has now been altered. I do like the idea, though (supported by a couple of publications) that the Norse aren't - or rather aren't always - outright enemies of the Empire, Bretonnia and so on, and that they do trade and ally and intermarry most of the time.
Even though my Norsca army book is unoffical and you are using WoC rules, you will still find offical background of the Norse I have collected over the years. Hope it helps.
