The Chariot isn't a unit, its an upgrade that changes the stats of the Herald riding it as explained by the codex. It isn't a vehicle (since the FAQ didn't change it to be).
Its no different then buying a Combat Bike for a SM.
Daemon Chariots are not rulebook-Chariots--they share absolutely nothing in common aside from the name, and are functionally different in every way otherwise.
While it's a little weird that they aren't in the Appendix, it's actually far stranger that the Palanquin/Juggernaut/Disc/Mount versions are. There's not much reason for them to be listed, as they're just modifiers to the basic Heralds. None of the modified-Heralds even had an appendix stat listing in the main Codex.
It would be like listing "Space Marine: x x x x," and then "Space Marine with Power Fist: x x 2x x."
At best, you could look at the appendix-weirdness as some sort of clue that they might want to do something with them in the future via White Dwarf or something, but for the time being they're identical to what they always were, and there's no basis whatsoever to expect to treat them as vehicle-Chariots.

currently the only chariot that uses the chariot rule from the rulebook is the necron lords personal transport (sorry can't remember the name of it)

Oddly, one of the nice buffs a chariot gives, +1 armor, does little for Daemons, who use Inv saves. Making a Chaos chariot option would give Daemons another vehicle, and modelwise could crossover with Fantasy easily.
Of all the codices, the one I most expect getting a chariot option is actually Tau. Seems perfect as an option for an Etherial to have a full sized Popemobile. Aun Va already has a start.

Well we could see the return of that first Eldar chariot rider, the leader of those Red bikers on a modified Vyper. Also there was Vect and the Dark Angels Dude.
Vect just uses a modified Raider. Sammael is on a Jetbike....
Yes, I meant that those where the characters that worked like chariots do now. They where in a vehicle, but could still fight CC. I do not imply that they had the exact chariot rules, just that they are characters that could be concidered riding chariots when/if they get new rules.
