FOC changes over multiple FOCs and allies. . .

If you take a commander that changes the FOC, do the changes carry over to your other FOC choices? for instance, if I take Coteaz, can I still take henchmen squads in my other FOC (as troops)? the way that I read the boopk, this is so, but I need additional input. Also, If I take Kantor as an ally, would that make my BA sternguard scoring as well? Lastly, can a GK Grand Master's Grand Strategy target units in other FOCs (or allies)?

I wouldn't think so, it seems like too much rule bending. I think it would make more sense to have those change only the detachment that the HQ is in, rather than both if you can take two.
    It's not pronounced "ass-tarts" silly

If it's the second detachment of the same army, then I don't think there's any problem.

Allies are another matter. Certainly the Grey Knight Grand Master's Grand Strategy isn't going anywhere: Grey Knights don't have any possible Blood Brother allies! Nor do I think that Kantor will make allied Sternguard scoring, Blood Brothers notwithstanding; imprecise language aside, it's clearly not the same unit referred to in the Space Marine codex. They're not even Kantor's men.
