That's a difficult question to answer- do you mean can they see better in the dark than most as opposed to some sort of Tom Clancy night vision thing? Better compared to who? Every race in the Old World seems to have superior vision to men as a generic basis.

I simply mean can they see well in the dark. Can they see like nocturnal animals can, or are they poor like humans, or somewhere inbetween. I don't know so that is why I am asking the question.

Presumably Night Goblins can see quite well in the dark as they hate and try to avoid the light and live in dark tunnels the whole time
I realize they're different universes, but Dungeons and Dragons Orcs have low-light vision. It's not unreasonable to suspect WHFB Orcs (or WH40k Orks) are any different.
And Goblins live underground. I hope they can see in the dark.
I seem to recall reading somewhere that Night Goblins can see much better in the dark and have a hard time seeing properly in bright environments.

likely true....and also very likely taken from Tolkien's moria gobins as they 100% hated going out in the daylight.
For the topic at hand, I think
goblins leaving under mountains would have excellent night vision + poor day vision
normal goblins + orcs living above land or in the forests would have basically the same day vision as humans (could be better or slightly worse but no idea), and likely better night vision than humans but not so great as night goblins.
Source? Nothing at all...just a supposition that if you live underground all the time your nightvision is better than your day vision + if you live in daylight conditions you likely will have at least semi good day vision + fantasy tropes of orcs having good nightvsion in general.
