Drop Pods Arriving via Deep Strike and Blessings

This may be a really simple question, but I was looking over the rules for deep strike (specifically in regards to drop pods) and Blessing type psychic powers and am a bit unsure as to the answer.

The rules for blessings say they are cast at the start of the psyker's movement phase.
The rules for deep strike/reserves indicate that reserves are deployed at the beginning of the turn, before the movement phase.

Can a psyker use a blessing the turn they deploy from a drop pod?

I am not in front of the rule book at the moment, so forgive me if I am mistaken, but doesn't that say you cannot use abilities or rules that you use at the start of the turn? Blessings say the start of e psyker's movement phase. Is that considered the same as the start of the turn?

It does indeed "or use any special abilities or special rules that must be used at the start of the turn". However the psychic phases says this- On a turn that a psyker arrives from reserves, he cannot attempt to manifest any psychic powers that must be manifested at the start of the movement phase. It goes on to say some powers are activated at various times during the turn.

Blessings- start- so cant use
Conjuration- start- so cant use
Malediction- start- so cant use
Witchfire- fine, shooting phase (beam, focussed witchfire, maelstrom, nova)

So dont look to buff your units when deepstriking, shame really.

Plus, you can't do basically anything but move (and in the movement phase only) when you arrive from reserves.

from a different point of view maledictions and blessings take place at the start of the casters movement phase, if they are in a vehicle and have a fire point, can they cast at that point, then duck back down and drop out of a side hatch etc and move normally?

its still the start of their movement phase after all.

He can but he can only use the blessing on the unit he is embarked with. Since at the beginning of the movement phase he is embarked in the drop pod.
