If we are talking standard game-rules here, the limitation is not on the model/unit itself, it is on its status as a rare choice. No more than two of the same rare choice in a non-grand army, but the Strigoi's mount there is not a rare choice, it comes out of the Lords proportion of your army.
Of course, events and tournaments or such might well have a limitation of "no more than two of the same monster" or something, you will have to ask them, but by the basic rules you are fine with three Terror Gheists in an army.
cheers for the reply I think I was getting confused with 7th ed when sometimes a lord would take up both slots ,treeman ancient for example

Ah, ok... that is gone in 8th, yes.
Yeah, if the army book doesn't put any additional restrictions on things (like Dragons that used to take up a hero slot even though bought as a Lord's mount) then it doesn't have any additional restrictions
