The battle plan is anything really scary gets shot at then charged with the might of titan hammerhand combo. Dreadknights draw fire and destroy either MCs parking lots or blobs. Terminators advance or sit back and wait depending on opponent and mission. Strikes hold objectives and shoot then assault if necessary.
This is a very rough strategy guide that will probably change a lot.

I've gone ahead and stripped some useless upgrades from your squads to free up a lot of spare points. It seems like the main issue is that you've tried to make each squad good at everything (shooting an assault). Your strike squads were way too expensive (halberds are always a waste on them). Your dreadknights also need to be geared for either ranged or CC - both is a waste of points. Here is what you should keep from your current list

I also noticed that you were mixing up points costs. The costs of a terminator psycannon is 25 points and less in other squads for example. E.g

This should really be 250 points.
I'd throw in the assassin and give a rhino/razorback to the strike squads and you'd still have another roughly 100 points to spare and could even make the 5 man strike squad into a 10 man.

Sorry I had done it right before with the original writing but then did this without that. (For the points mix up)
Only 1 problem is I don't have another psycannon currently in use by draigowing.
I own three lascannon razorbacks. I might be able to change the gun
How should I arm the fifth terminator?

Lascannon razorbacks could work too, the only issue is that they get pretty expensive considering they will most likely get destroyed fairly early. If you can manage, try and change the guns to heavy bolters (or magnetize them for both).
Generally I arm my 5 man terminator/paladin squads like this: hammer, 2x halberd, 2x sword. If you plan on dropping the stave, you can always replace it with a sword (does the same thing but not as good, however saves a lot of points).
Also if you are short on psycannons, one thing you can do is convert your psilencers. I cut a bit of the front off so it no longer had the 3 gun barrels, then I attached a single gun barrel piece to the front. You can cut off a storm bolters ammo clip and attach it to the side of the psilencer. They look pretty good once painted and there really isn't any confusion.
The hardest part of building a grey knights list is that they made everything just so dam cool. Try and keep squads/vehicles cheap because you'll start to realize you could've had an additional squad of whatever instead of a few flashy upgrades.
