Tricky question to answer really.
Seen by the themselves they've become a 'sub-par' choice in the book now. You have no reason to take them. Whatever you need done there's better ways to spend the points, nuff said.
Seen in light of the SoulGrinder and buffed Screamers - question is whether it's a general nerf to Daemons or not. That's more of an open question.

People who voted "just right" on the other one will vote the new ones are more balanced here, whereas people who think they were nerfed too hard will probably say the opposite. As for myself I am not quite sure what to say. The thing is with their old rules I would use them in at least half of my lists (the other half only fiends of slaanesh). With their new rules I doubt I will ever use them (especially given the fact that screamers are better and I really want to try the soulgrinder out). So make of that what you will.
We will see those numbers quantified
