A close friend of mine who is a store manager told me that GW had no plans of making a digital copy of the 40k rulebook available, as they didn't want it to impact on their physical copy sales. He asked this question at the 6th ed 40k meeting however, so their stance may have changed since then.
Both of us were pretty disappointed about it. For those of us in Australia and owning an iPad already, the digital copies are definitely far from overpriced, they're cheaper than our physical counterparts.
@jinnai: Like I said earlier, there may be more to it than physical book sales cannibalization. The rulebook in digital form would be quite a massive file. The larger files in iBooks seem to run slower. So either they would need to leave the hobby and background sections out, or cut back heavily on the graphics, which kind of defeats the purpose of the digital format.
Could it be possible that they release a digital form of the mini-rulebook that's found in the starter set? I could imagine that happening, considering that the only (legal) way to get a copy otherwise would be to get the physical book in the starter...

Putting the rulebook up as a rules only format when the starter comes out seems like a decent idea. Either buy the starter and get the models and physical copy, or buy the mini-rulebook digital which has a far smaller overhead.

I would expect White Dwarf to end up on either Zinio or Pocketmags, specialist digital magazine sellers who let you view your purchases on PC, android and Ipad (and any combination of them from a single purchase)
Pocketmags seems the default go to for the UK hobby publishing guys, Traplet (who publish lots of RC model magazines) and various model railway and plastic model magazines all use it.
There are no plans to release a digital copy of the Rulebook. So the official guy on twitter tells me. But everything else is fair game, again, so I am told.
That's the format the rulebook should have come in anyway. If they insist on selling the hobby and fluff with the rulebook then do it as a multi pack of several different books. It would make every aspect of it much more usable. A bit like the format in 2nd actually. The current version of the rulebook is (putting it nicely) impractical.

I'm not saying that the rulebook will be released digitally; but it wouldn't shock me if it was further down the track.
It certainly won't happen same month as the starter box; as that would be a tremendously stupid way to kill sales for it.
The reply I got via Twitter was "only codexes and extras for the next few months", which was over a month ago. That implies that there may be rule books after the first few months.
Had a conversation with my source about the digital releases. Apparently, I was confused on the release schedules. Digital releases will NOT coincide with a model or physical book release weekend to spread out the offerings. I was originally told first weekend of the month, and this was true for July. However it's apparently the first weekend without a model release. This means there could be something nearly every week coming out.
Pattern like this:
1. Big release ( new models, codex, army books, etc.)
2. Digital releases
3. Wave releases (finecast conversions seem to fill this mostly)
4. WD
If true, all my release dates above would slip a week from what I stated.

@Frgt/10: Agreed on possible sales cannibalization if GW releases the digital rulebook in September. However this is heavily mitigated by the fact that relatively few 40k players own iPads.
When the smaller 7.85" screen iPad arrives this Fall, GW's digital books will become more accessible to hobbyists (due to the rumoured $200 USD price tag). This is when the digital rulebook could really have a big impact on starter box sales, assuming the mini physical rulebook is what most of us are after (which it is for me! I have all the models I need).
