White Scars and Iron Warriors. Hit-and-run to draw the foe onto IW guns. The Scars can tackle mobile foes that slow/static IW artillery might be unable to deal with, whilst the IW crush any fortifications that the Scars might normally seek to bypass.
Its funny, I was thinking that exact same combo, speed and finesse plus overwhelming firepower and brutal and efficient close combat.
Space Marines, in the background, are best up close and personal. Short ranged and melee combat allow them to maximize their physical and technological advantages and rob the enemy of the usefulness of its heaviest weaponry. If I had to break an enemy, as in you come up to me and say "you can have two legions and you MUST win", I'm going with Space Wolves and World Eaters every time. Break them, butcher them, leave nothing in the wake of the battle. Point, click, destroy. Ultramarines, Imperial Fists, and the like can have their honor. I'll take the truly ruthless warriors.

Guilleman calls Sanguinius, Dorn, Russ, and Ferrus Manus the "Dauntless Few" because he believes that if he is allied with one of those four he can win any theoretical war.
Of those four, Ferrus was described as "the key" because he was implaccable and dependable.

Though it's not really referring to them working together I think, the Horus-thing mentions that both the Sons and Wolves posed the greatest threat to the traitor forces in the Heresy.
Iron Hands and Emperor's Children: With their obcession with perfection, they would both respect each other's methods, and would most likely coordinate well with each other. The Primarchs genuine affection for one another would cinch the deal.
Emperor's Children and Lunar Wolves: They have a lot of experience working together, as the Lunar Wolves more or less mentored the the Emperor's Children until they were of sufficient strength to go it alone.
Lunar Wolves and Blood Angels: Again, there was some genuine affection between the primarchs, which would have fostered a spirit of cooperation between the Legions. Sanguinus would have been more than happy to be the line breaker while Horus and his legion used the distraction to cut the head off the enemy.
Salamanders and Lunar Wolves: Similar scenario as above, except that the Salamanders care little for glory, and would happily fight when and where Horus told them to. Of all the Legions, the Salamanders have the smallest ego's, and would have been happy to work with anyone in the Emperors name. The Lunar Wolves, however, were all about claiming glory and proving that they were the best of the best. Salamander would be one of the few legions that they would have no competition with.
World Eaters and Iron Warriors: I believe that the Iron Warriors would be one of the few legions that the World Eaters would have some grudging respect for. They are usefull for getting the enemy out from behind their walls and fortifications, and nearly as savage and feral in a straight up fight. I think they could be made to get along just fine after a few battles together.
Alpha Legion and Raven Guard: The Raven Guard are one the only legions that could appreciate the Alpha Legions style of warfare, and have the patience to prosicute it with them. Corax values intel, stealth and suprise enough for them to work together.... once the mutual distrust is some how put aside.
Alpha Legion and Night Lords: Similar to the above pairing. Imagine the terror and anarchy caused by a Night Lord invasion. Picture how much more effective it would be with perfect intel provided by the Alpha Legion. Now picture the thousands of ways the Alpha Legion could take advantage of the distractions and terror that the Night Lords can sow. Imagine how much more panic and chaos could be instilled with the Alpha Legion giving the Night Lords momentum and adding fuel to the fire. Almost gives you chills thinking about it.
World Eaters and Death Guard: No better combo for a meat grinder campaign. Irresitable force meets the imovable object. They will break any force arrayed against them through attrition.

As a theoretical, they'd be a pretty hellish combo. The Sons could precog out the best places to strike, and add highly mobile heavy firepower to suppliment the Wolves brutality. In practice, the two legions would probably punch each other to death in the drop pods.
Death Guard to provide a solidly advancing gunline and keep the attention of the enemy, Raven Guard to take advantage of that and hit heavy weapons, vehicles, and command units.
Alpha Legion wouldn't work well with anyone. Part because their methods are so unconventional that they really don't mesh with any of the other legions, and part because a lot of their plans involve taking advantage of whatever their 'partners' would be doing anyway and working with that (and not telling them about it either).
These are some really interesting replies, so far my favorite has been the Alphas plus Night Lord combo. I can see the terror when, after having their commanders brutally killed with precise action, realize that their comrades are shooting at them.

I was thinging the exact same thing except with Night Lord/Space Wolves.
I do think that the Night Lords would be less prone to getting upset by the action of the Space Wolves though.
However, I think the scariest combo is Space Wolve, Dark Angels and Ultramarines. Exactly what Horus was looking at facing as the reenforcement on Terra.
I'd go for sneakiness and tactical flexibility: Any of the sneaky ones (Night Lords, Alpha Legion or Raven Guard)+Ultramarines
Yes, marines are best in close combat and there is a decided "cool factor" in foaming-mouth crazies like World Eaters and Space Wolves, but they are such a blunt weapon that if you set them against someone sneaky enough they will spend the rest of their days flailing at shadows, never accomplishing anything.
Order. Unity. Obedience.
Iron Warriors + Space Wolves: Both focus on the application of overwhelming brute force against a few weak spots in the enemy plan. What differs is the way they prefer to deliver that force, with the Wolves focusing on melee, and the Iron Warriors doing the ranged part. What's more, they Wolves can be murderous shots when they need to, and the Iron Warriors can be absolute beasts in close combat if they can't avoid it, so they would certainly respect each other well enough. Their respective primachs were both very pragmatic and disciplined, possessed quite a great deal of finesse, and even better at convincing others that they lack it entirely... Perturabo's reasoning and clinical arguments would temper Russ' brashness, while Russ's no-******** attitude would serve to stop Perturabo from over-thinking things...
Imperial Fists + Death Guard: Strong, resilient, stubborn armies, with roughly similar concepts on the value of the individual soldier. The Fists would be slightly more strategically flexible element of the mix, while the Guard would balance that with the tactics to more efficiently deploy and coordinate large numbers of infantry. The Death Guard would be well inspired by the Fists's clean values and personal valor, while the Fists would be impressed by the Death Guard's sheer resilience. The drawback would be that they both tend to favor attrition warfare, particularly when it shouldn't be the case.

Such was the level of the Goshawk's ferocity as a predator, Genghis Khan had his helm emblazoned with its image.
Hrmm.. I'd have to go with Dark Angels, and Emperor's Children. You have the two most well-rounded Legions, who are being lead by two of the most intimidating Primarchs. Both Fulgrim and The Lion are tactically gifted to the point of almost being savant-like, and they both are monsters in close combat.
I cannot fathom any threat that they couldn't handle.

I was going to go for this. Mainy because Lions strategic thinking could come up with some pretty nasty ideas, and the Emperor's children's battlefield perfection (pre slaanesh) could pull them off.
