I had a look at your list and I changed it a bit.

1000 Pts - Warriors of Chaos Roster

    Chaos Warriors (17#, 344 pts)
    FC Halberds , Shields
    1 Gleaming Pennant

Chaos Marauders (36#, 266 pts) FC GW LA

    5 Chaos Warhounds, 30 pts

    5 Chaos Warhounds, 30 pts

    Chaos Warshrine, 130 pts

Chaos Sorcerer, 195 pts (General; Level 2 Upgrade; Hand Weapon; Chaos Armor)
    1 Biting Blade
    1 Spell Familiar
    1 Talisman of Endurance
    1 Third Eye of Tzeentch
    1 The Lore of Fire

    Total Roster Cost: 995

Fireball is the signature spell from the lore of fire, It is cheap to cast, has awesome range is magical flaming attacks, and it's guaranteed to choose cause it's the signature.
Flaming sword of rhuin is an augment, that makes your attacks +1 to wound in shooting and close combat, they also become magical flaming attacks.

Fire will be the best choice against ethereal units, plonk him in the marauder units, and make sure you screen them with dogs so the don't frenzy off the board or into a combat you don't want to get in to.

oh yeah, they wreck face in close combat; but with halberds they're gonna be weak against magic or even some sufficiently-large rounds of shooting attacks.

Also, I like the build for the sorc, but I'm not keeping the sword -- he doesn't need it Imo, because he's not gonna be doing a lot of close combat.
...which brings me to my second point: Any particular reason I should stick him in the Marauders rather than have him roam free on the battlefield to cast where he sees fit? That way, he can avoid having to fight (he's only up-to-par with most enemy heroes in terms of combat) and he's more mobile, which means he can cast more spells where they're needed as opposed to where his line-of-sight withing an infantry block permits. Plus, I can always simply attach him to a unit later in the game in order to protect him against large groups of shooters, if need be. If I keep him behind the front lines the rest of the time, he can still cast Flaming Sword on my units, and fireball and whatever other spells on enemy units that try to bring up the flank or something like that.
Also, I'm not 100% on-board with Third Eye of Tzeench. It's a fun Gift, yes, but doesn't really seem all that necessary. I'm thinking of taking a Book of Secrets instead -- that'll give him a total of 4 spells (!) plus one extra power die and some modicum of protection from Miscasts. On the other hand, maybe I'll just take a Dispel Scroll instead.

The book of secrets will make him a lvl 1 caster, so you are paying points to drop down a level, also if you miscast you only roll 1 dice, so all the more chance to get sucked into a vortex.
Attaching him to a unit later in a game would be ok, but in a 1000pt game, if you were fighting my dark elves, I would have shades up your bum so quick, you wouldn't know what to do.
a group of 10 shades, I would have 20 AP shots at you. or harpies in your face etc. 3rd eye is great, it gives you access to lores you wouldn't usually have access to. imagine being able to cast dwellers, or flesh to stone, or glittering robe, giving warriors a 2+ AS. I game him the sword because it's magical, you Have to issue challenges, and if you are fighting something ethereal you can still wound it. just in case, hope for the best, but plan for the worst. you could take the charmed shield though if you wanted.
