    Pardon?
It's an extra attack, what rules should it "come with"?

It follows the rules of your regular attacks with the unit and is rolled at the same time, so furios charge and glaive can be used.
    Like carrying two CCW essentialy.

No, it gives them an extra attack in close combat. That is, they get to hit things more. I think you may be fundamentally misunderstanding something about how close combat works…

If its the same as the space marine one, It gives each model in the squad +1 attack, counts as scoring one extra wound in close combat for the
purposes of calculating the assault result.

And any Space Marine unit within 12" of the Banner Bearer always re-rolls failed Morale and Pinning tests

No, Azeroth is combining the effects of 2 different banners.
Correct answer as stated previously is that the unit members gain 1 extra attack in CC. No muss, no fuss, no coconuts.
BA have 2 banners, 1 grants an additional attack & the other counts as scoring 1 additional wound in combat.

Fair enough, I don't have my vanilla codex handy, but was 98% certain that the 2 banners were the same.
Both grant re-rolls to morale and pinning within 12", but the company banner grants +1 combat res while the chapter banner grants +1 attack.
Either way you can't quote 1 SM codec in a thread about another and there are often subtle differences between chapter rulings.
Back on topic, the correct and only answer requires was given in the 1st reply.

EDIT: We may have a gimped Chapter Banner, but we have a StormRaven
