With the Webway Portal, you say Portal Bound models arriving from reserve may be placed within their normal movement distance of the portal. You don't specify whether they still have to roll for deep strike scatter, whether or not they can charge, etc... As you can already deep strike pretty much anywhere, there is no advantage to being able to place your models within their movement distance of the portal, since they could already do that.
I'd also suggest making a 'Big Webway' available (for more points) that does let you send vehicles through, as this is the Eldar's primary method of getting vehicles to a battle.
Regarding the Forcefield Generators, I think it might be a little OP being able to stretch two feet (3"[shield range]+3.5"[model base]+2"[unit coherency]+3.5"[base#2]+2"+3.5"[base#3]+2"+3.5"[base#4]+3"[shield range]) for only 65pts, stemming from the fact that the shield extends 3" from a 3.5" model (each model then theoretically generating a 9" forcefield). Granted, I'm not sure what the Aegis Defense Line measurements are, but perhaps change it to just shots fired over/through the model itself, and not to the sides? That would bring it more in line with how the ADL segments work. Furthermore, do these generators have an Armor Value? Can they be attacked/

They aren't Deep Striking, so why would they scatter? They can arrive from reserve as if the portal is a table edge essentially. I'll work on the wording. All the other rules are covered by Reserves in the main book, so no assault, can move.
The benefit of it is to keep particularly fragile units, like say Banshees or Fire Dragons alive long enough to do their job without needing Transports. The portal can be placed anywhere in your deployment zone, like any Fortification.. and therefore it's a center-field table edge.
I was thinking the Aegis Line was 50pts when I made the Forcefield line. I may need to adjust costs. The Aegis Line is 5" x 4, 2" x 4, so 28"... similar amount, but the forcefield will have gaps to assault through without penalties, etc.
The intention of them is to provide a worse cover save (5+ due to 25% coverage) and reduce S/AP instead of the Aegis' 4+ Cover save.
They are debris, so they cannot be shot, attacked or charge, though gun placements can be.

Ok, I have loosened the reins on my creative freedom a little to include some units I've had conceptualized for a long time, as well as bring in some of the Corsair flavour from IA11.
This is a new direction for the book. Where before I was essentially trying to make an "official-feeling" version of the Codex, this is closer to a real Fandex.
I also restructured a lot of the book Force Org chart back to the old one, and tweaked some unit costs. Double-check points costs as I may not have had the forethought to highlight that they changed.

There's some really questionable ideas with the special characters in an otherwise good list.
Specifically how Nuadhu and Yriel can allow you to take Vypers and Wasp Walkers respectively as Troop choices. That's simply not a very good idea... the Saim Hann Vyper army was an abomination that was zero fun to play against back in 3rd edition and allowing it again through Nuadhu doesn't really add any theme to the army besides being able to field more than 9 Vyper Jetbikes. Yriel being able to take Corsairs makes a lot more sense but there's good reasons why the IA Corsair list requires you to take a squad of Corsairs per Wasp Walker Squadron.

Nuadhu's list may a touch on the cheap side. I don't think I gave him enough HQ tax on bringing so many Vypers. Also, I didn't adjust Vyper costs for T6 yet.
The Wasps as Troops should be balanced by the fact that Vehicles cannot score. I may also need to address this with an additional tax on Yriel or a 1:1 with Corsair limit as IA uses.
To expand on the praise.
The Rebirth special rule for the Phoenix Lords is inspired and encourages themed armies without taking the lazy route of having them make their respective Aspect Warriors become Troop choices. You want as many Exarches as possible to keep the Phoenix Lord in play and makes them distinct from a themed Autarch.
