The FAQs spell out which psykers may swap their powers, how many they get and what tables they may roll on. If the appropriate FAQ doesn't mention a specific psyker, he doesn't get to swap out his powers.
Tigurius has been answered already, and Njal gets two new powers. Yes, that is less. No, it's not always a good idea to do the swap (just talk to broodlords...).
