if they physically obscure 25% of the tank from the point of view of the gun, say two lines shoulder to shoulder in front, than it is possible.

Actualy thats not quite right MWJ. If a shot passes between models in a unit then tha intervening unit grants a cover save on the target unit. So it is posable to have clear LOS but they will still get a cover save.
But to answer the question. Yes, infantry do give cover to vehicles.
(Point of note, it was posable to do this last edition but nowhere near as easy)
